HB 706 Equal Access 

We have been advised that Chairman Cook will not bring HB 706, the Equal Access Bill up for a vote. The Bill is dead. He is pissed about the calls he received for it.

I will try only once to change his mind then play his game.

UPDATE 

We have a correction on the date for the state meeting, it will be held on Saturday, May 5th not May 6th, as previously reported. Members are welcome to come up on Friday May 4th and camp out over night, we will be cooking something and sitting around the camp fire having fun. Then the meeting with the district advisor's will be at 11:00AM Saturday morning, and the general membership meeting will be at 1:00PM.

Also the Austin TMRA2 meeting will be tomorrow night Tuesday, May 1st, at Cindy's Gone Hog Wild on Hwy 71, at 7:30PM.

Update on Bills

HB 727 came out of Committee on Tuesday night. This is our Helmet Amendment Bill that would remove the insurance or medical portion of the current helmet law.

HB 706, the Equal Access Bill has not yet received a vote of the full Civil Practices Committee. Chairman Cooke has been told repeatedly that we are ready for a vote but has not yet held one.

HB 2309, our Failure To Yield Bill has also had a hearing but no vote as of this writing.

We spent a long hard weekend at the Hawgs of Texas Rally in Sommerville and registered only 23 new members, thanks to the Iron Wolves M/C who invited us to set up at this Rally. Terri and I had a really good time and we spoke to hundreds of riders who never heard of TMRA2 and couldn't care less what was happening in Austin. Several took apps and said they would mail them in to the office. Some said they would check out our website.
One man even claimed to be the one who passed the helmet law and swore his name was on the Bill.

We were very fortunate to have been placed in a space next to a fantastic couple. If not for the pleasure we found in this new relationship I would have elected to leave much sooner due to humidity. Thanks to Dave and Tracy for making the weekend great. The Sunday morning service by Tribe of Judah was great. Their Christian rock band that played Sunday morning was the best rock band at the rally. We returned to the office about noon and I have just finished answering the e-mails that need answers and deleting those not important in the realm of politics.

I did buy myself a very unique ride on the last night of the Rally. It will be unveiled at the state Meeting on Saturday. It will give me better mobility at Rallies and in the Halls of the House when necessary.

The following is a message I received from Senator Carona’s office along with my response. I can but assume all Warriors will agree with my answer.

Would you be willing to meet with Transportation and Homeland Security Staff and some of the previous medical professionals to discuss alternatives to the helmet bill (SB 1368)?

On Tuesday perhaps? We sincerely would like to work towards a compromise that both parties can agree to.

We came to Senator Carona to help us stop the Law Enforcement problems we have faced for the past 10 years due to the wording and lack of knowledge of law officers, prosecutors and judges. The senator did not even speak with us in good faith as the next day he filed SB 1368 as a back door Helmet Law.
We were asked to meet with the senator and a Head Trauma expert to discuss the Bill. Instead we met with Lobbyist, an attorney and possibly someone who worked at a hospital who wanted to stress the cost of motorcycle injuries and claimed to not know any details on auto injured patients. Two meetings and not one word on how to stop harassment which is our goal.

If the senator wants to consider adding an amendment to say all Texas citizens riding in or on a vehicle in this state must carry the $150,000 medical insurance and may be stopped by traffic officers to check whether they in fact have the required insurance coverage perhaps we could talk.
We know that this is not going to take place so we can but assume that another meeting would serve no purpose. We have compromised for 10 years and will no longer do so.

Guess this pretty much puts us at a stalemate. We have the support to kill SB 1368 if it comes for a vote and we know we won't get a fair hearing on HB 727 in the committee chaired by Senator Carona. We came to him assuming his honor and integrity but got a rude awakening during this process.

Thanks for the invitation but we shall just have to endure harassment a while longer and get what relief we can through the civil process. We will be here after the good senator has moved on or the new governor gives us a chairman who will really work with us.

Hill Country COC & TMRA2 Membership Drive - Marble Falls 

The Texas Confederation of Clubs, Austin Region along with the TMRA2 Texas Motorcycle Rights Association is hosting a membership drive and Independent awareness gathering at the VFW Hall in Marble Falls Sunday, May 6th from 1:00 to 5:00. All Texas Hill Country motorcyclists are invited to attend for discussion of Legislative and Judicial issues that affect your rights to freedom and to have some good fellowship. There will be free food and live music throughout the evening.
Members from both organizations will be on site to provide you with important information and to answer any questions you might have.

TMRA2 - Senate District 22 Meetings 

Greetings Warriors,

The 80th Legislative Session of Texas is winding down. Please try to make a meeting, and maybe you'll pick up information that will enable you, to insure we all keep the right to ride.

The next meeting for the Lake Granbury Liberty Riders chapter of TMRA2 will be tomorrow night Wednesday, April 25th, at the VFW in Granbury - Post 7835, at 7:00pm. If you need directions, their phone number is (817) 573-9350.

The meetings are normally on the 4th Wednesday of the month, so put it on your calendar. Come on out, and participate in your government!The TMRA2 State Meeting will be held at Lost Prairie Cycles Ranch on Saturday May 5th. The Advisor Meeting will begin at 11:00am and the General membership meeting will begin at 1:00pm. The Ballots will be counted during the time between the two meetings and new officers will be seated at the beginning of new business during the General Membership meeting. All chapters should have at least one officer at the General Membership Meeting.

The meetings for the Navarro County Freedom Fighters are on the 1st Monday of the month at 7pm at That Church in Corsicana. The next meeting will be on Monday, May 6th. The next event the Chapter is having though, is on Saturday, April 28th. The Chapter will have a booth, selling sausage-on-a-stick at Derrick Days in Corsicana. Volunteers can start showing up at 8am. The booth is right next to the car show on Beaton. Good place to park a scooter!!! The Chapter is also planning a Biker Rest Stop in Corsicana during the ROT and NOTROT rallies. Stay tuned or reply for details.

The Heart of Texas Chapter will not meet in May, in observence of Mother's Day. It is normally on the 2nd Sunday of the month at 1pm at Jim's Cycle Shop in Axtell. Go to the State Meeting in Groesbeck on May 5th this month instead.

Update 


We attended the San Antonio Confederation of Clubs meeting yesterday. It was the largest turnout they have ever had at a meeting. There was a lot of good information shared, especially abour harassment by the San Antonio law enforcement officers.

During the meeting Bandido Red talked about TMRA 2, pulled out his wallet and joined. He challenged others who weren't members to do the same. We signed up 37 new members at that meeting. They also passed the hat and donated just over $200 to the association. Thanks to everyone who became new members.

The Failure to yeild Bill will be heard in committee Tuesday. The hearing begins at 8:00 am but it is possible our Bill won't be heard until in the afternoon. There is just no way to guarantee the exact time. If you have been the victim of a Failure to Yeild it would help if you gave a brief story to the committee.

If you haven't mailed in your Ballot you are pushing it mighty close.
Thursday May 3rd is the final day for Ballots to be in the office.
Remember the State Meeting is May 5th at LP Cycles Ranch. You can come in on FRiday night and camp if you wish to. Advisor Meeting is at 11:00 am and the General Membership Meeting is at 1:00pm. We will whip up some kind of grub for the event. We want at least one officer from each chapter present at this meeting meeting.

Special May Election 

Most everyone has a local election for their cities in May. However what you may not know is that there is a special Constitutional Amendment also on the ballot. May normally has a horrible turnout for voters, but if you want this amendment to pass or fail you will need to get out and vote. It could very well be that 1 vote could make the difference of this amendment from passing or failing.
Be sure to get involved and vote.

Explanatory Statement for the Proposed May 2007 Constitutional Amendment
PROPOSITION 1

(SJR-13)

SJR 13 would amend the Constitution to authorize the legislature to adjust the public school ad valorem tax or tax rates for taxpayers who are aged 65 or older, or are disabled, and who are owners of an exempted homestead. The amendment would thereby allow the legislature to provide tax relief to such elderly or disabled taxpayers who did not receive tax relief as a result of the school tax rate reduction passed in the 79th Legislature, 3rd called session.

The proposed amendment will appear on the ballot as follows: "The constitutional amendment authorizing the legislature to provide for a reduction of the limitation on the total amount of ad valorem taxes that may be imposed for public school purposes on the residence homesteads of the elderly or disabled to reflect any reduction in the rate of those taxes for the 2006 and 2007 tax years."

UPDATE 4/17/07 

We attended the House Transportation Hearing for HB 727, our helmet Bill today. The hearing began at 8:00am heard one Bill and part of another one and then broke to go on the Floor. They returned in the afternoon and things moved a little more quickly after they finished the Bill they had been working on prior to the break.
Our turn finally came with only four of us still present. Rep Hopson laid out the Bill and then I was called to testify. Next came Henry and then Jerry. Dee was there but chose not to testify. Rep Hopson then got up to close at which time Rep Hill introduced an amendment to make it mandatory that we wear a pink vest if we ride without a helmet. Rep Hopson said if I would accept it that was fine with him. After everyone had a good laugh the motion died for lack of a second.
Rep Phillips expressed concern about the age being lowered to 18 and Rep Hopson told him we had just discussed that prior to the hearing and it was agreeable to us. Chairman Krusee told Rep Hopson to make that change and get it back to him and he would move it out quickly. We have won the first round on this one.

One of the ladies who testified against us on HB 1368 was there today. She said she was not going to testify against us because she had heard we had the votes to pass it. She also stated she had heard we had the votes to kill Senator Carona's helmet Bill, HB 1368.
It was a really fun hearing today with everyone in good spirits. It was like waking up in a new world. To bad you guys and gals missed the fun.

We finally gave you a choice as to who would be your new State Chair this year. Thus far we have received a lousy 44 votes with only 2 weeks to go for you to get your ballots in. You can do better than that. If you feel you can't afford a stamped envelope to mail in your ballot go ahead and send it in anyway. In the lower left hand corner put please refund my postage. A stamped envelope will be returned to you immediately.
The two things I would most like to see before you get a new chairman is the helmet law cleaned up and a high percentage of ballots turned in during an election. I'm busting my ass to give you the first. How about you helping out with the second.

SB 1368

Todays work 

It was a long day at the capitol but we are almost there on bidding SB 1368 farewell.
The Senate was working on their version of the Appropriations Bill HB 1 as changed and amended in the Senate. We finally managed to make some connections but still not there.

Senators who will vote no on HB 1368 are:
Senator Shapiro in District 08 from Plano
Senator Nichols in District 03 from Jacksonville
Senator Shapleigh in District 29 from El Paso
Senator Brimer in District 10 From Ft. Worth

If one of these is your senator make a call or drop a note expressing your appreciation.

Senator Ellis in District 13 from Houston hasn’t decided whether he will vote against SB 1368 or not, but he will not vote for it.

I didn’t get to catch up with any other senators today but one no or one won’t vote for it will kill this Bill in committee. I feel very confident of having that one on Monday. Keep your fingers crossed or maybe say a Prayer.

hearing on SB1368 

At the senate hearing on the helmet bill 1368 on Wednesday it became very plain that Senator Carona was going to do everything possible to make his bill look good. After the first pro witness testified they limited time of testimony to two minutes. Sputnik told the committee that he knew exactly who introduced the bill and why, and that the two minute time limit was so that the truth could not be heard. I have never heard so much miss-representation of the truth from “expert” witnesses in my life. Unfortunately for Senator Carona that crafty ol’ bastard that we lovingly call Sputnik had his staff ready, and proceeded to promptly shove the truth up Carona’s ass. Eric Story pounded Carona about this being just another revenue producing bill. I spoke on how it discriminated against a select group of people, and for them to claim that the state having to spend 1.6 million taking care of some bikers with head trauma, was nothing compared to Harris County Medical District spending 100 million on medical care on illegal aliens in 2005, this fact raised some eyebrows. I wish I had been more prepared and al little more eloquent because I was unable to get in some key pieces of evidence. In a face saving statement Carona had said he and tried to work with us in the past and would be happy to do so in the future, he then turned around and said that the $150 thousand medical was not negotiable. The bill was left pending in committee; Sputnik said that he was sure that we could get our helmet bill passed through the house but that Wentworth and Carona would kill it in the senate. The big thing for me was that some of the senators on the committee quickly realized that this hearing was a setup and not designed to seek the truth and was nothing but a vendetta by Carona the lapdog of the insurance companies, against bikers. Land commissioner Jerry Patterson told the committee that if this $150 thousand was good for bikers then put it on everyone.

SB 1368 

We kicked butt in the committee hearing today on SB 1368. WE HAD A REALLY GOOD TURNOUT and some good testimony. Land Commissioner Jerry Patterson was there and testified in our favor. He said he believes there could possibly be some lawsuits if this Bill passes as is. Since most of the injuries are in automobiles he believes it would have to be incclusive of all motor vehicles and the cops have the same right to stop cars to see if they have the necessary insurance the same as they can bikes.

My computer burned up last night so I had to run back to the office and hook up this new laptop to get a report out. Chairman Carona said he was willing to work on the Bill to get something everyone could agree on. I called Carona's office and let them know if he wanted to discuss SB 1368 in context of all vehicles I was willing to talk. I will go speak with all the committee members again and see where they stand on the Bill since they heard the testimony.

I shall pass by their offices on Tuesday and hand out talking points I shall use during testimony at the meeting. That way they can have an idea what is coming up.

ALERT ALERT

SB 1368, the Helmet Bill introduced by Senator Carona is scheduled to be heard on Wednesday April 11th at 7:30am. The hearing will be held in room E1.016.
Nine of the Bills to be heard that morning are by Carona. Folks this Bill was written to make Wentworth happy and scheduled at this time assuming we wouldn't be there. PLEASE let's prove him wrong. LET's PACK THE HOUSE!!

UPDATE 4/5/07 

Update 4/5/07
Dee, Bart and I attended the hearing for the Road Block Bill, HB 253 0n Monday evening. Jennifer,Cowboy,Dana and David came but had to leave before the hearing began. There were about 40 people there to testify in favor of the Bill. MAAD members were there along with several people saying they had lost loved ones to drunk drivers that might be alive today if the Road Block Bill had already passed. One of those was a woman of Mexican descent who had three pictures of little children that she was pushing around in a baby carriage. I witnessed two men outside the hearing room telling her what to say. When she finished they were back outside hugging her and telling her what a good job she did. She was told: they were listening to you and heard what you had to say. You did real good.
There were also several police officers and Prosecutors there to speak in support of the Bill.
On Tuesday I had to go back to my doctor to get the results of Thursday’s test. I was told that two of the arteries connecting to my heart had scars and indications of hardening. They doubled my heart pressure medication and gave me some antibiotics for my arteries. I returned to Austin Tuesday night as we were having a hearing on HB 706, the Equal Access Bill on Wednesday. Got a call that they had found something in my Lab Work and I needed to go back in Monday morning to do that over again.
Dee, Jennifer, Bart and I were in the capitol all day waiting to hear the Bill. It finally came up and was laid out very well by Rep Thompson.
Several persons signed papers in support and one signed the paper in opposition. As there was not a quorum in the committee except to call the meeting to order all Bills were left pending in committee. I am sure it will be sent to Calendars Committee within the week. Terri got there just as the Bill was left pending.
While sitting waiting for the meeting to start a member of the Law Enforcement Committee came in and sat down beside me. He said "Sputnik, I am with you on the Road Block Bill. He said he agreed with my reasoning completely. He named others of the committee who were also against it and said we will hold. We will kill the Bill." Good news. Three times in a row should tell those Mad Mothers we are just as mad as they are when it comes to road blocks.
Terri and I went back to the capitol today. While she was meeting with Senator Watson and his staff I was talking to Reps about the helmet Bill.
It is possible H 727 could come up for a hearing next week. I’ll get the word out as soon as we get anything definite.
We then attended a press conference on Paper Ballot Voting. There were some short videos shown that would make you tremble to know how easily an election could be stolen by using the voting machines. We will get a copy of that short video and get it up somewhere. I shall probably include that in my workshop at the NCOM Convention. That’s it for this round. Sons of Liberty Riders has folded, long live the Biker Republic 


AS some of you may know by now the Sons of Liberty Riders has folded. This however removed only the two founders from the list. A new list is born with all the other members under a new name but the same goals. Check it out.

Biker Republic? What's this all about? Well, I feel it's time to introduce ourselves, and I guess the best way to do that is to tell you a short story. Five days before the general public found out about Sons Of Liberty Riders demise, the members got a heads up on what was about to happen.
Everyone was flabbergasted! It took a couple of days for the reality to set in. We realized that we just couldn't cut off. There is no off on switch when it comes to Liberty! Either you fight for it, or become a slave. So, I took it on myself to put together a team of my closest friends, and formed a Republic. One where one is allowed to strut their stuff. I never realized the wasted talent we had amongst us.
With a couple of e-mails, I found that I was not alone. Fast Fred of South Carolina was the first. He paid for, and set up our fledgling website, and our e-mail list. Then Miss Penny from Virginia jumped in with both feet, and added to our essence. And Celeste is always there when it comes to Liberty. She works in the background, but we couldn't do without her. Then Spotman jumped at the chance to continue, and is working his rear off.
Then there's Sam Hochberg form Portland OR Is offering his skills. Sputnik is here, and Mack from Minnesota, then Ranger from PA jumped in, in the middle of a bad cold. We have a great site coming, but our priority has been providing the info e-mail List.
What are the rules?
Email is one of the most used communication tools today. It is fast, easy, and can reach a multitude of people in a matter of seconds. This is generally a good thing, but it can be abused. Please, no long winded discussions on the subjects posted here. If you must reply to a post please be considerate of others, and reply to the poster, not the list. We have plans for a separate open discussion list later, but it will have to wait till we upgrade our server in the near future.
Information freely shared not only enlightens us, but informs us in ways we could never rival in our smaller worlds. However, controls will be maintained to ensure people stay on the list. As the name implies "Biker Republic" is all about Biker related issues. For the present please limit your posts to that area.
It is urgent that we put our collective minds where they belong: fighting the fight, not each other. Personal attacks do nothing for the group. It is disruptive and turns people off, and thus, away. We will not do this, nor will we accept it. Personal attacks will result in moderation of your posts. Chronic attackers will be banned from posting. In order to keep our list safe for everyone, there will be NO attachments in emails to the list. There will be NO jokes to the list. We like a good laugh as much as anyone, but this is not the place for that.
It is our goal to serve you, the Biker Community, as well or better than our predecessors. We thank you for your cooperation as we built the Most Extreme communications entity in the Biker World.

TMRA2 UPDATE 4/2/07 

I know that this has been forwarded to many of you but I wanted to add some input about today's trip to the Capitol. Jenifer and I met with Leslie Sharp in Rep Patrick Rose's office regarding HB 2309 this morning. She informed us that DPS had told the Rep that we couldn't do a "double points on driving record and a stand-alone surcharge" so we chose the double points since that won't add more money to the Texas Mobility Fund by way of the Trauma Fund. This is as good as we can get right now so we will keep working at it. I stayed with Sputnik and Bart (Lil Animal) for the committee hearing on HB 253 (T. Smith) Sobriety Checkpoint Roadblock bill and despite a lot of "for" testimonies (15) to our 5-6 "against" - I feel we got our points across and brought up enough questions in the minds of those not committed one way or another. It was left pending so we will watch to see how it goes from here.

UPDATE 4/1/07 

The Roadblock Bill, HB 253 will be heard in Law Enforcement Committee this Monday April 2nd at 2:00pm or upon final adjournment. We need as many of you as can get there to at least sign a card in opposition. The meeting will take place in Room E1.014

HB 653 the Poker Run Bill will be heard in the Licensing & Administration Procedures Committee on Tuesday the 3rd at 10:30am. The meeting will take place in room E2.030
Your calls made a difference. HB 706, the Equal Access Bill will be heard on Wednesday the 4th in Civil Practices Committee. The meeting will be held in room E1.010. Be there if at all possible. We have the votes to pass it if we get it to the Floor.

SB 1267 the Moratoriam Bill on the Trans Texas Corridor is being held in committee by Senator Carona. We need this Bill to move and stop the whole mess for two years while the legislature studies the deals. Lt. Governor Dewhurst is the only man who can move it. Call his office at 512-463-0001 and ask that he pull the Bill out of committee and put it on the Floor for a vote. This is a very important phone call so pass this to everyone you know.
